Illegal Loan App Scams in India 2026: How to Identify Them and What to Do If You Are Already Trapped
Having reviewed lending portfolios at licensed NBFCs and seen the operational differences between legitimate digital lending and illegal scam apps, the gap is starker than what the average consumer sees on the Play Store. Both advertise the same promise of instant loans without paperwork. Both use similar app designs, onboarding flows, and rate disclosures. The mechanical differences only become visible after the download, after permissions have been granted, and often after the money has been borrowed and repaid.
RBI has issued specific guidelines, and the Ministry of Home Affairs runs active enforcement against illegal lending apps. Despite this, new scam apps launch every quarter. Understanding the mechanics is the only reliable defence.
This guide covers how modern loan app scams operate, the red flags that identify one before you download, how to verify legitimacy, and what to do if you are already being harassed.
How the modern loan app scam actually works
Illegal loan apps in India follow a consistent operational model that differs from legitimate digital lenders in five specific ways.
The first is data harvesting. On installation, scam apps request permissions to contacts, gallery, call logs, and installed applications. Legitimate lenders do not need any of these, and RBI’s Digital Lending Guidelines specifically prohibit lending apps from accessing them. Scam apps use these permissions as leverage: if you default, they will call or message every contact in your phone, sometimes with morphed images, telling them you have defaulted.
The second is pricing structure. A scam app advertises a low APR of 12 to 24 percent, but the actual disbursement deducts a processing fee of 25 to 40 percent upfront. A loan of Rs. 10,000 approved on paper disburses only Rs. 6,000 to Rs. 7,500. Interest is charged on the full Rs. 10,000, tenure is compressed to seven or fourteen days, and the effective annualised cost frequently exceeds 500 percent.
The third is the entity behind the app. Scam apps operate through shell corporations registered as service providers rather than regulated lenders. The actual lending, if any, is done through partnership with a small NBFC often unaware of the app’s marketing tactics. In many cases, the app is not connected to any NBFC at all and is a peer-to-peer money transfer scam.
The fourth is collection mechanics. Legitimate lenders follow the RBI Fair Practices Code, which prohibits harassment and calls to family members. Scam apps operate call centres, often from outside India, whose sole function is to threaten borrowers and their contacts.
The fifth is dispute resolution. Legitimate lenders have escalation processes, RBI ombudsman coverage, and grievance officers on the app. Scam apps have no meaningful grievance process, and the contact details listed are usually non-functional.
Five red flags that identify a scam app before you download
The following signals, checked in the Play Store or App Store listing before installation, identify almost every illegal loan app operating in India today.
The first is the mismatch between the app name and the entity in the Play Store description. Legitimate apps are published by the licensed NBFC or by a technology partner that clearly names the regulated NBFC. Scam apps are published by generic technology entities that never name a specific NBFC.
The second is the disclosed interest rate range. Legitimate lenders show 10 to 36 percent per annum. Scam apps either omit the range or show a range as low as 0 to 12 percent, which is not commercially possible for unsecured digital lending.
The third is the review pattern. Scam apps typically have very high download counts with a bimodal review distribution: many five-star reviews with generic praise, and a smaller cluster of one-star reviews describing harassment or extortion. Legitimate apps have more evenly distributed reviews.
The fourth is the permission list visible before installation. Scam apps request contacts, storage, gallery, camera, phone state, and installed applications. Legitimate lenders request only camera, SMS for OTP, and location for KYC. Any lending app requesting contacts or gallery access is a scam.
The fifth is the physical address and grievance officer disclosed on the app. RBI’s Digital Lending Guidelines require every regulated lending app to display the name and address of the regulated entity, the grievance officer’s name and email, and the RBI ombudsman contact. Scam apps either omit these entirely or list generic email addresses that do not respond.
For comparison, our best personal loan apps guide covers the specific legitimate apps that meet all five criteria, and our KreditBee versus MoneyTap versus Fibe comparison shows what a compliant disclosure looks like.
Legitimate lending apps like KreditBee, MoneyTap, or Fibe clearly name their partner NBFC in the Play Store description. Scam apps use language like "in partnership with RBI-registered NBFCs" without naming any specific one. If the app description or in-app terms do not name a specific regulated NBFC by its full legal name, along with its RBI registration number, treat it as illegal. This single check is more reliable than reading reviews or trusting the star rating. The regulated entity name is verifiable on the RBI website at rbi.org.in under the list of registered NBFCs.
What the RBI Digital Lending Guidelines actually require
The RBI Digital Lending Guidelines, issued in September 2022 and updated since, established the compliance requirements for legitimate digital lending in India.
Every disbursement must flow directly from the regulated entity, meaning an RBI-licensed bank or NBFC, into the borrower’s bank account. Money cannot flow through the app’s own wallet or a third-party account. All repayments must flow directly to the regulated entity, not to the app operator.
The regulated entity must be prominently named in the app, in the sanction letter, and in the Key Fact Statement disclosed before disbursement. The KFS must show the all-inclusive annualised percentage rate, all fees, and the total amount to be repaid.
The app must have a physical grievance officer whose name, email, and phone are displayed. Complaints not resolved within 30 days can be escalated to the RBI ombudsman.
Data collection is restricted to what is strictly necessary for underwriting. Access to contacts, gallery, or call logs is not permitted. Location and camera access is only permitted during specific onboarding steps and cannot be persistent.
Any deviation indicates either a scam operator or an NBFC whose compliance is materially non-existent.
How to verify if a lending app is legitimate
Three specific checks confirm whether an app is legitimate.
The first is the RBI NBFC list. Every registered NBFC in India is listed on rbi.org.in in the master directory. If the app names an NBFC, cross-check that name against the RBI list. If the name is not on the list, or the app does not name any NBFC, do not proceed.
The second is Ministry of Corporate Affairs registration, verifiable free at mca.gov.in using the corporate identification number. Legitimate NBFCs have publicly available financial statements and registered office addresses.
The third is the grievance test. Send a test email to the grievance officer address listed in the app before you take any loan. Legitimate lenders respond within 48 hours with an acknowledgment. Scam apps do not respond, or reply with automated messages that do not address the query.

If you have already borrowed from a scam app
For borrowers already engaged with an illegal loan app and experiencing harassment, the specific steps that work are as follows.
Do not pay any amount beyond the original principal you actually received. The additional fees, interest, and penalties being claimed are almost certainly illegal, and paying them typically increases harassment rather than ending it. Scam operators categorise borrowers who pay once as high-value targets and escalate demands.
File a complaint on the National Cyber Crime Reporting Portal at cybercrime.gov.in. Digital lending fraud is specifically categorised on this portal. The complaint should include the app name, entity name disclosed in the app, screenshots of harassment messages, and bank statements showing the actual amount disbursed versus the amount being claimed.
File a written complaint at your local police station under the Information Technology Act sections 66 and 67, and IPC sections related to extortion and criminal intimidation. The FIR is required for further legal action and for freezing your CIBIL report against fraudulent adverse remarks.
Report the app to Google Play or Apple App Store with specific evidence. Both platforms have removed thousands of illegal loan apps following consumer complaints, and a well-documented report typically results in app removal within 30 to 60 days.
Contact your bank and formally revoke any mandate or auto-debit authorisation signed during onboarding. If money has been debited fraudulently, dispute the transaction under RBI’s zero liability framework for unauthorised electronic transactions.
Scam operators pursue borrowers aggressively for the first 30 to 45 days after default, because internal collection incentives are structured to recover the "loan" within that window. If you refuse to pay, block all communication channels systematically, file the police complaint and cybercrime report, and inform your immediate contacts about the harassment in advance so they are not blindsided by fake calls, operators typically move on to easier targets within six to eight weeks. Paying anything restarts this clock and marks you as a high-value target. The most effective response is complete non-engagement combined with formal legal complaints, not partial payment or negotiation.
